it tooks me a lot of time to understand this, the key to design character is to use minimum number of faces , tri by characters. you hide the low poly character with texture on top.

it 's the best starting point , then you need to make the magic with texturing with high details .
only 75 faces , 73 vertices, 148 edges , triangles 138 ..

lowest possible polygon character is 36 faces, 72 edges 48 vertices; 72 triangles. the most minimalist and optimized version : 36 faces. 500 bytes of texture.
